The Presidency of Three

Every three contiguous seats of one Segment form a presidency of three: 152 in each court advocate for their Segment, and the 8 department presidencies of three on the stands report and teach. Each meets on the fourth Tuesday, and a burden or objection is heard there first before it goes to the presidency of four.
