Entry, Sponsorship & Exit
Governance: The Constitutional Order · Pillar 5 of 5
No one wanders in, and no one is ever forced to stay.
Pillar Five
Entry begins with a named sponsor, not an open door. Five tiers carry a person from a first sponsored visit to the single irreversible act of conveyance — and every tier below that last one is fully reversible, on both sides.
A tiered admission system could easily become either a fortress or a surveillance apparatus. NewVistas avoids both by tying access to escalating attestation rather than to escalating disclosure. An entrant proves that a given threshold is satisfied through verifiable credentials; the underlying personal data stays in the entrant’s own domain. Because no central dossier ever forms, there is nothing to purge when someone is denied, declines to advance, or simply leaves — the credentials lapse or are revoked, and that is the whole of it.
Escalating access rides on escalating attestation, not on the community’s accumulation of raw data.On sponsored entry
II · The human counterpart to the credential
Every tier begins with a named invitation
No person reaches even temporary admittance unsponsored. The sponsor must already have passed due diligence to the relevant tier, and in extending the invitation takes on standing accountability for it — the invitation is an act with a name attached, not an anonymous gate left open. No one is admitted on the strength of presence alone.
The credential proves the threshold; the sponsor stands behind the person.
A contested denial, a disputed tier, or a sponsorship in question goes to arbitration first, conducted by private contractors certified and governed by Bureau 14, before any resort to civil court — the same discipline that governs every other dispute here, and no emergency suspends it.
III · Escalating access, escalating attestation
Five tiers, one irreversible step
Each tier unlocks a defined zone of access and requires a correspondingly fuller attestation. A person may hold at a tier indefinitely, or decline to advance, and every tier below Enterprise Owner is fully reversible — the person simply leaves and the credentials lapse.
| Tier | What it allows | Reversible? |
|---|---|---|
| 0 · Transit | Passage through the easement on a public way — not entry at all. | N/A |
| 1 · Temporary Visitor | A sponsored short visit, down to the single hour, with minimal attestation. | Yes |
| 2 · Longer-Term Guest | A sponsored stay of meaningful duration, in a rentable private suite. No conveyance of any kind. | Yes |
| 3 · Applicant | Qualification testing and preliminary Life Plan & Business Enterprise Plan work. Proves capability, not wealth. | Yes |
| 4 · Enterprise Owner | All properties conveyed by a Deed which cannot be broken; enters the Agreement. | No |
Everything up to and including Tier 3 is reversible and conveys nothing; Tier 4 is the single irreversible step. The break between Tier 3 and Tier 4
An applicant at Tier 3 is screened on productive capability — aptitude, a workable path, feasible demand — and may not be required to prove inherited wealth, prior capital, or wealthy guarantors. Tier 4 fires only after Bureaus 19, 20, and 21 certify schema completeness, demand evidence, and underwriting viability against published standards, with no override.
IV · Two distinct thresholds
Renting first, conveying later
Entry advances through two separate gates, not one. During early startup, before the community can offer viable Business Enterprises, the rent gate operates as ordinary residence: a participant pays market rent through the required external-bank settlement interface, and nothing more is created — no Business Enterprise, no residual, no conveyance, no internal operating credit, no claim on community assets.
Once the community is developed enough to offer Business Enterprises, new rentals go only to applicants entering the full Business Enterprise pathway — the rent gate never stands open to a permanent independent renter class — — screened by a published, non-discriminatory process, never by subjective landlord discretion. Renting stays reversible throughout; many participants decide at the end of the lease simply not to continue.
No forced Business Enterprise. A renter can decide, at the end of the lease, not to proceed — and nothing is lost, because nothing was ever conveyed. The first rental period is a proving phase for participant and community alike, not an obligation.
The Enterprise Owner gate itself is crossed only after the participant elects to continue and the full qualification is satisfied: financial preparation, the Bureau 5 Life Plan, the Business Enterprise Plan, verified market evidence, TOK validation, underwriting viability, and an Owner’s Draw emerging from the Life Plan process, all coherent under their proper rails.
Safeguards before the Deed, and a trial year after it. Before the Deed, each entrant receives advice from independent counsel paid from outside the admitting body, a plain-language disclosure of what is conveyed and what departure would leave, and a cooling-off period between signing and recording in which to withdraw without cost. Title then moves when the business is set up, but the property and its liabilities are held whole in escrow — neither appraised nor liquidated — while the Enterprise Owner runs the business for a full trial year, checked each quarter. At its close the Enterprise Owner elects to continue, and certified liquidation contractors then convert the escrowed property; or to exit, and the property is returned exactly as contributed, the operating system built that year passing to the Trust to be licensed to the next Enterprise Owner.
V · Conveyance never returns
Leaving means succession first
Entry at Tier 4 is a Deed which cannot be broken. That irreversibility is constitutional, not incidental — if conveyance could be undone on departure, the title base would dissolve back into private fragments and the whole order would lose its footing. Apart from the trial year described above, conveyed property therefore does not return on departure, ever. Removal from the community is never a route to recover it.
Succession before exit is mandatory, for every kind of departure. No Enterprise Owner departs while still operating a Business Enterprise. Before leaving, the business passes to a successor by license under the graduated succession — the trial run, the proving period, and a succession agreement paid by profit-first royalty — so the productive system passes to a proven successor. Nothing is sold. Where no proven successor is yet in place, the business still passes on, through the consolidator and Bureau 7 clearing route; succession is never waived. Lease custody and the quarterly Owner’s Draw end with it, and nothing community-titled is liquidated to fund an exit. The departed owner’s Enterprise LLC continues outside the community only while it holds a licensor position under a license it granted.
A voluntary departure proceeds on notice. An involuntary one — removal from the community, or revocation of a tier — is bounded and governed, never summary: its grounds are published in advance, and a contested removal goes to arbitration first, under the same Bureau 14-certified process that governs every other dispute, with civil courts as the final backstop. No emergency shortens this, because no emergency power exists. And whichever kind of departure it is, the business still passes to a successor by license and every royalty is still paid as each quarter is verified — removal withdraws access and membership, it seizes nothing. Any allegation of fraud or wrongdoing is a separate civil matter, never resolved by the community keeping money the Enterprise Owner earned. Removing someone from the community is also a different act from removing them from an office they hold; the two follow separate rules.
What departs with the Enterprise Owner is never a lump sum. It is an exit stream: each royalty is paid to the departed owner’s Enterprise LLC quarter by quarter, as each quarter’s results are verified, for the term of each license, with the Community 10% Fee taken at source; consulting no longer given is no longer paid; and any succession credit is paid out on a governed schedule fixed by bylaw, never accelerated into a single payment. The community never withholds or reduces the stream as a penalty — and precisely because it is a stream rather than a single payment, a civil court holding a valid judgment against the departed Enterprise Owner can attach it. That is deliberate: an order that claims no civil authority of its own has to keep a departed member’s settlement visible and reachable by the courts that do hold that authority, not placed beyond their reach.
Paying over time rather than in a lump is not a shield but a means of keeping the settlement visible and attachable — exactly how an order claiming no civil authority should behave. On the exit stream
VI · Two edge cases
Starting over, and growing up
Below Tier 4, leaving is trivial by design: a visitor, guest, or applicant simply leaves. No settlement arises because no conveyance ever occurred, and because admission never built a central dossier in the first place, departure needs no purge either — the verifiable credentials are revoked and nothing further is held.
Re-entry runs through the full tier ladder again from the beginning — sponsorship, attestation, and, for a return to Enterprise Owner status, the origination qualification once more. Prior conveyance remains with the community; there is no dormant membership that reactivates on return, only the ordinary on-ramp, entered again.
A maturing child of an Enterprise Owner does not inherit Enterprise Owner status. Reaching majority is an application event, not an inheritance event: the young adult enters the Agreement, if at all, through the same Tier 3-to-4 qualification as any other applicant, on the capability credential — may remain a dependent until independence — or may decline and depart, carrying nothing conveyed, because nothing was conveyed to them in the first place.
VII · In short
Summary
Entry is sponsored, never anonymous, and proceeds through five tiers of escalating access matched to escalating attestation — verifiable credentials, not a growing personal file. Every tier below Enterprise Owner is fully reversible; only the Tier 4 conveyance is not. A separate rent gate lets people live in the community on ordinary market terms before ever approaching that irreversible step, and no one is forced through it. Leaving — voluntary or involuntary — always requires passing the business to a successor by license first, pays out as a royalty stream over time rather than a lump sum, never keeps conveyed property, and remains reachable by a civil court judgment. Re-entry starts the whole ladder over. Reaching majority is an application, not an inheritance.
