Who NewVistas Is For
NewVistas is built first for people with ability but without capital — and it is designed, over time, to become attractive to everyone. Admission never depends on what a person already owns, on family wealth, or on a guarantor. It depends on what a person can do.
Built first for those without capital
The system is designed first for renters who lack the capital to start a business elsewhere: service workers, tradespeople, farmers, technicians, caregivers, practical entrepreneurs. Because every Business Enterprise leases its buildings and equipment rather than buying them, a capable person never needs collateral to begin. A community in which every Business Enterprise carries its Owner’s Draw draws the marginal first, then the middle class, and finally the wealthy — and each, on full entry, conveys into community title on exactly the same terms. Bureau 18 measures that sequence as it happens.
Two gates, and only one is about money
The rent gate asks only whether a person can pay verified market rent and keep ordinary payment discipline. Anyone may rent a suite and live in the community while deciding; once Business Enterprises exist, rentals go to those entering the full pathway, so a permanent renter class never forms.
The Enterprise Owner gate is not a wealth test. It asks for a Life Plan, a Business Enterprise Plan, verified market demand, and underwriting viability — evidence of what a person can actually produce. Financially it asks only that a person reach net worth of zero or better, apart from a home loan, vehicle debt, and education debt; for most disciplined people that takes a year or two. Capability is often first shown by subcontracting to an established Business Enterprise. (See Banking at Entry.)
What everyone agrees to
The terms are disclosed before entry and are the same for all. Among them: the community is entirely smoke-free, vape-free, and drug-free, with no smoking rooms or outdoor smoking areas, and no psychoactive substance outside a valid prescription. A breach is treated first as a health matter — assessment by a provider the participant chooses, treatment through certified care Business Enterprises, and a private record — and only refusal of treatment together with continued breach leads toward departure. Owning nothing but memorabilia after full entry is disclosed to everyone who asks to join, and is phased in only at full entry.
