System Five

Housing is organized as compact apartment buildings paired with mirrored industrial buildings, each functioning as a local server-and-utility cell.

Every suite opens onto a breezeway — circulation, transportation, service, environmental, and maintenance infrastructure held in Enterprise Owner custody, not left as an unmanaged commons. Compact settlement is what lets the community fill the world while consuming steadily less of it.

II · The measurements

Grid by grid, suite to building

Every dimension in the residential building comes off one base unit — the 0.625 m (24.6 in) construction grid — so the suite, the apartment, the floor, and the building all close on exact grid counts. The suite is engineered around a protected private domain rather than leaving privacy to policy. That protection is close to absolute — it does not bend to convenience or circumstance.

IV · How a building is held

Titled, leased, powered — never owned outright

Apartments are governed as facilities: the community holds title, Enterprise Owners operate, and no one owns the building outright. Buildings are titled through Bureau 8 (Property) and leased through Bureau 2 (Facilities), while their utilities run as the ten-building organisms of Bureau 23. The same govern-versus-operate line that runs through the whole order runs through the home.
